Combined HR2 Inc., recently name changed to XCPCNL Business Services, goal is to provide exceptional services while providing XCPCNL employees with unique and rewarding employment opportunities. The company aims to be the highest quality provider in personnel outsourcing, online payroll, benefits, hospitality, A/R financing and maintenance services.

Results: Corporate and business attorney of nearly forty years, Marshal Dooley, brought Tawanna Heyward-Bey in as a SME (subject matter expert) on staffing/recruitment and locating government, private and public sector contracts based on Combined HR2 payroll and staffing services background. In late 2013 Ms. Heyward-Bey discovered Bexar County Elections solicitation #114 for Temporary Labor Payroll Services, a five year contract valued at $10 million. With her winning contract process, she successfully contacted the senior buyer, built a relationship with the key players involved, registered Combined to do business with Bexar County in San Antonio, Texas and successfully bidded on the RFB and won the contract. Irv Boyles, CEO/President, Troy Fulkerson, Vice-President and Marshal Dooley celebrated with appreciation their first major multi-million dollar contract and the unique way Tawanna engaged in the customer requirements for doing business with their elections department, pricing and personally participated in the elections personnel on-boarding transition project. XCPCNL Business Services continues to enjoy and reap the rewards of the service Tawanna Heyward-Bey provided as it continues to be their largest contract to date. Note, this is public record.
